Ooh, I don't know much about the process for visual and media arts. They're two different fields - photography falls under media.
He could apply for both, if he really wants to cover all bases. He'll need a portfolio and a "vision". I know some folks that got into the Arts High that didn't have much in the way of practical experience, but had a "vision".
I think the media department has expanded greatly since my day (there were only 12 students or so in each grade), but I also think it's one of the most competitive areas to get into.
